Dubai: In his capacity as ruler of Dubai, His Highness Sheikh Mohammed Bin Rashid Al Maktoum, Vice President and Prime Minister of the United Arab Emirates, issued Decree No. (1) of 2022 on the Majlises residential areas in the emirate of Dubai.

The decree aims to obtain feedback from Emiratis on their needs for social services, with the aim of improving their quality of life and strengthening community ties in the neighborhood.

Positive outlook

The decree also seeks to promote a positive attitude in the community and to strengthen the role of young people and children through targeted programs. It also aims to facilitate access to social services for Emiratis, strengthen community participation, encourage volunteering and strengthen the sense of Emirati identity.

According to the decree, the Community Development Authority is responsible for overseeing the Majlises of residential areas. The decree also defines the responsibilities and tasks of the Authority, including the drafting of policies and strategic plans for the Majlises and their presentation to the Executive Council for approval. Other tasks include approving events held in residential Majlises neighborhoods, improving interactions among Emiratis, and facilitating access to Authority services among targeted segments of society.

The Authority is also responsible for promoting social and cultural awareness and facilitating the participation of senior officials and dignitaries in events and activities organized in neighborhood Majlises.

Responsibilities

The decree also defines the responsibilities of the residential district Majlises, including compliance with local laws and decisions and instructions issued by the Authority. Majlises are prohibited from carrying out any activity or providing any service other than those approved by the Authority and must not engage in politics or incite hatred, racism or bigotry, or discuss anything that can affect the stability and security of the nation.

No donations

According to the decree, residential district Majlises are prohibited from receiving, collecting or promoting donations. The Director General of the Community Development Authority will make the necessary decisions to implement Decree No. (1) of 2022, which will be published in the Official Journal. This decree cancels any other legislation which could contradict it. The decree comes into force on the date of its publication in the Official Journal.
